September Guarantee 

The September Guarantee is an offer, by the end of September, of an appropriate place in learning to young people completing compulsory education.  

The September Guarantee was first implemented nationally by the DfES (now DCSF) in 2007. In 2009 the guarantee is being extended to all young people who left statutory education in 2008, in addition to all 2009 statutory education leavers.  The purpose of this is to give young people a guarantee of 2 years education after leaving compulsory education.

Connexions Staffordshire has produced a guidance document that provides details of the September Guarantee and how it will be implemented in Staffordshire and Stoke-on-Trent in 2008/09.  It provides details of the roles and responsibilities of all the key partners involved in the implementation. This includes:

  • Schools, Special Schools, Pupil Referral Units
  • Colleges, School Sixth Forms, Training Providers
  • Connexions Staffordshire
  • The Learning and Skills Council (Staffordshire)
  • Local Authorities’ Children’s Services Teams
  • Members of the Strategic Partnership Board and Local Partnership Boards.


The guidance includes:

  • An overview timeline for all key partners
  • References to other useful resources
  • Key contacts for those leading the implementation in Staffordshire and Stoke-on-Trent.
